Ebay won't let you change phone # on registered account for verification

I like to age accounds before selling on them. Anyone noticing since today that you can't change the original registration phone # to do a phone confirmation w/a functional # before selling? Totally wastes all the accounts I've set up.

Never had that problem.
Did a phone call last night to sell on a account.
Added NEW phone number - Got phone call - Got 4 digit code - Away we go...
