Vanilla Visa Declined

I have a Vanilla One Visa that has not been used on EB yet. It has $10.00 availible credit on it.
First I used it confirm my Paypal no problem.
I tried to add it to Ebay and it told me it declined twice.

Anyone having the same issue?

used vcc rather then vanilla

OP, what was the purpose of using it on EB? Just buying something to buy something, or was there another reason? EB doesn't require a CC to be confirmed, just PP.
