I bought VPN connection and also create paypal and ebay on stealth name but i want to know if i can start selling on ebay with only VCC verified paypal?
Or i also need to add bank account?
And what are the best phone service to verify paypal ?

You will need a bank account to withdraw to :-)

You can start selling with only vcc but a little risky, add a vba or bank account to get paypal verified so it'll be more stronger. And tracphones work good for me.
