Global Shipping Program, how is cost to buyer figured?

So I have my accounts enrolled in the global shipping program but I'm confused on an aspect though... I usually just put in free shipping for USA, then the checkbox to send it to GSP partner for international... but I never change the custom weight/dimensions since shipping is free for US. Sooooo, how does GSP know what to ACTUALLY charge the customer before it arrives at the center??

Like this past sale, when I accepted the offer it showed "$43 international priority to xxx", now is that based on the 6 oz default weight EB put into the auction for me (so I could charge exact shipping if I wanted)? Or do they maybe charge flat-rate based on category? Because, it was going to cost ME around $12-$15 to ship inside US, I imagine it would be WAY MORE than 2x to go overseas. I'm just wondering if say, buyer pays, I ship to GSP, GSP see's it is much more to send overseas and tries to collect from buyer/problems ensue. Does this happen or am I just overthinking it?

I'm not sure how it is calculated BUT I highly recommend if you want to do international shipping skip global shipping program. Yes its nice and convient for us sellers but its more costly to buyers, which is counter productive if you want to increase sales.

Global shipping program also can/has hold YOU liable for customs issues, lost packages and refusals from tax depot and you don't get the items back.

Ship yourself, make more money and increase your sales is best IMO anyways.

I had an issue like that - tracking showed to Global Shipping - eBay shipped - Buyer never received. eBay told them to contact *me* for satisfaction. Uh, no.

Try to never rely on anybody but YOU. Obviously we have to rely on shipping services but global program is basically adding a middle man that is unnecessary. It only helps us sellers, not the buyers. If you want to ship international do it yourself or just don't do it, imho.

Global shipping lost a package between USA and India. The buyer opened a case in Paypal, buyer won case, but Paypal did not debit my account, instead "Global Shipping Program" had to pay for the cost of the package.

Great outcome. Not all are like this unfortunately.

Plus if you are running stealth accounts do you really want eBay looking at your products and return addresses and all that.

This is one program I chose to opt out of.
