The New Guy Question
 

I consulted a friend of mine about IP addresses. I believe I understand the concept of Dynamic and Static IP. As the steps provided int he ebay stealth guide you can change you IP address by yourself if you have a dynamic Ip Address. My only question is can you consistently control what IP address you have in dynamic? I thought Dynamic will give you a random IP. So How do people have an excel sheets with what IP they used with what Paypal/Ebay account and keep there accounts safe? My friend insisted, that if I were to buy a block of Static IP from my ISP. He would be able to help me out with my situation of controlling what IP goes with what account. And he would be able to program my router to broadcast that Static IP on my request. Is that a good solution to help organize my accounts? If there is a better way please let me know.

Lots of questions here.

cheaper and better option to IP blocks(I use 127 of them and I am moving away from them because they are consecutive and easily link via manual review IMO) Is a VPN from 24VC.com

You won't be able to consistently control what IP you get. Most likely you'll get IP address that have already been used. A lot of folks record the IPs that each account uses, to make sure the same IP isn't used when loging into another account.
