Can you buy stuff on ebay even with a paypal limited account

My paypal got limited, I cannot received payments, my question is, can I still buy items on Ebay and pay with a credit card?

Yes, you should be able to buy with a Credit Card.

So if I created a "new" paypal account under my real name I could link a new never used credit card to my paypal account and it wouldn't get linked?
