Make sure you are paying shipping fees from paypal balance and use the " Later. (Usually after the funds from this order have been made available.)" button if you have holds.

I pay shipping for stealth with CC and not PP because all my items are shipped via myhermes and I used that single myhermes account to ship items from all my accounts.

I think if I were to use PP, then PP might have some details about me from myhermes which would link to all previous shipments and eventually they will catch me as a previously suspended user

Paying with CC is good - avoids touching the funds in the PP account

For me, there is only ONE worthwhile shipping service - ShipStation. You don't need it, of course, but if you are selling in volume, a ShipStation account will save you HOURS and HOURS of your time each day.

I've not had any problems paying with PayPal balance. Make sure your balance is > 0 otherwise they will try to use your CC or Bank account for funds
