Ebay fees down 50% or glitch in calculator?.

Also wanted to mention this I just saw. Wooaahh.

Did ebay lower it's fees?. For cellphones it was 10% and 9% with a store. When I use the fee calculator 10% goes down to 6% when you choose basic and if you chose top rated it goes down to lower than 5%. What in the world?!? That's 50% decrease in fees. Is this just a glitch?.
