What's the criteria!, the criteria is you read up everything in this forum and inwardly digest and understand it enough to start building more than one account, so that when any get banned you can simply carry on with the others. When the time comes to start listing you will then already know what items to list so that you have the best chance of carrying on with the accounts and not getting banned. You will also know enough about paypal ID verification in the UK this year to be able to deal with that as well, and then in an ideal world the sky will be your limit. The rest and how you deal with these things, is entirely up to you.
