#2-can you still pay and print shipping labels from paypal before you get money because of the 21 day holds?

Yeah as long as you have enough money in paypal to pay for the label

On 21 day hold, When you go to print the Shipping Label, there's an option that says "Pay later" which I believe takes the shipping money just before the money gets released.
