Some weird happened...Is this a glitch...

I've had this Ebay account that I only used for Buying stuff...It's been opened since Sept 2013... I've purchase about 5 items with it...Feedback is 3(100%). So this evening I decided to make it into a sellers account.. It's giving me a monthly selling limit of 50/$5000 right off the bat. Is this normal?? If so, why did this happen?? Thanks guys....

Pretty standard limit for a new sellers account in the US
