Ways to verify eBay account?

I am little bit confused about verifying the eBay account, As far as I know we can verify it by phone verification and adding a verified PayPal.

Can we also verify it by adding a Credit Card and unverified Paypal account?

Okay I know first we have to register a account then then in order to sell on eBay we need to create or make that account a seller account, So can we just add a Credit card in Payment and will that account has the privileges to sell?
