Hey guys,
I am searching for ebay account for sale that i will can log in from Israel IP/none US IP.

I searched in the "ebay account sales" section and didnt find any.

Theres no such thing as a 'global account'.
Accounts are opened in a specific country meaning that youll need the IP address to match when you log into the account.
Most sellers here sell accounts for either the UK or the US meaning youll need an IP in that country in order to use those accounts. There are IP solution to allow this so do your research.

Yes VPN and VPS are two possible solutions.
And I have no idea how youre planning on operating your account and what you plan on selling so I cant answer your second question.
