Ebay Fees, not getting credited

I've noticed something with the ebay fees, sometimes when a buyer wants an order canceled. ebay no longer removes the fees and i have to end up paying a fee even when an order gets cancelled.

I am loosing money and not sure why there doing this.

What was the option chosen on the cancelled orders?

if a buyer changes there mind, your fee gets credited.
If you are out of stock etc.. you wont get credited.

Listing fees do not get credited, only FVF. (The fee charged for actually selling the items)
