I can create accounts with $1000 limit and list items in any other category without any problems. But as soon as i try to list in the bullion section the system wants to confirm my identity with public records questions. I have silver that i want to sell so the bullion section is the section i really need to list in. How do i get around this?

10 feedback is NOT going to lift the category restriction. Bullion, paper money and coins are THE MOST high risk categories on ebay. Depending on the coin, you can list without a problem...some paper money too. Bullion youre more than likely going to have to call in.
It will be difficult to sell ANYTHING related to precious metals without verifying your identity. There is too much potential for scammers in those categories.

It's either Confirm your ID or build a 90 day selling history with them using less risky items, and maybe after 2 months try and sell one item in that category and than wait till 90 days to gradually start selling

I am telling you now, just dont do it. There are many many places you can sell and get your money right on the spot and have no issues unlike ebay where you are going to be paying fees and paypal fees too. You will probably be making more money selling to somewhere legit than selling on ebay.
