You already answered yourself....

Aged accounts can sell in high risk categories and almost every item they want.
They got eBay trust because they have been good sellers since long time and have a strong reputation in eBay eyes.
Ebay keep an eye on new sellers/accounts. You have to make your account grow to be able to sell what you like but... for some items, troubles could always be around the corner.

Huge account sell things because they've earned their reputation, and they pay LOTS of fees to ebay. Ebay sometimes ends some listings from these accounts, but rarely blocks them, as they want their money. But this is actual for really big accounts (10k+ feedbacks), small ones still can get blocked for nothing. If you want to sell something risky, get an army of accounts. So if some of them die, you won't suffer. That is what a stealth is all about.

If you have your own (in your name) account do not sell risky items on that one, you will regret it.

Use stealth accounts only for that purpose.

As said above make more than one account and use them rotating sales... do not overheat one single account.

In case one goes down you have backups but do not lose your own account...
that one is in your name and details you might need it sooner or later in your life
