Yes it's possible. These seem to be pretty rare nowadays, but during the holidays when they're more common I always call in. My thought process is that if I spent my time and resources to create an account, a few more minutes on the phone won't hurt, especially since there is a chance to get the account some proper limits and save the account.
Basically the standard procedure is to run the account's info into their public database system. If no match is found then it depends on the rep. They can ask for ID and proof of residence, or they can tell you there's nothing they can do for you, or some generous reps will just add low limits to your account anyway. It helps to come up with a story as to why you can't be found in public records (I'll leave that up to your creativity) and to get them on your side.
