Does anyone know of a directory on ebay or off which lists ebay members and contact info?

As far as I know....
It is not legal for eBay to release personal information about any member UNLESS you have sold to OR bought from the other member.

Oh, top right corner of the page, click community, you will find the members.

and HWGA is right, ebay will not release the contact info unless you have transaction with that member, but you still able to check that member's feedback or sellings

Like said earlier ebay can not legally release this information unless you completed a transaction with the seller or customer.
