eBay Suspended & PayPal Limited Forums - Create \ edit shipping policy

Hi,
Any idea why on some accounts the option to create and edit policies [shipping, payment, return..] is missing?
Here you can see this option -

Probably because it was created on different platforms(au,uk,com...), maybe it's just a temporary bug.

Same platform, all users are listing on ebay.com.
Some users have this option, some don't.

What happens if you click "add remove options" on the second one, and I just wondered if it is the simple lister option and the advanced lister option.

I clicked add or remove and there's no such option there,
The simple lister didn't have such option either.
