need help for getting a new ip address

Hi all,
i just got my ebay account suspended and now trying to open a new one but have trouble setting up a new ip address. do you guys know to change the ip
address do i only need to change the DNS or have to buy a VPN?

Welcome to the forums OP - have you tried resetting the modem and testing the IP?

you can get a new modem, try vpn, or tether/hotspot.
