Cannot Sell anything on Writable Media e.g. DVD-R or CD-R

Can someone tell me why Ebay may have put this policy into place?

also i remember when many used to sell Digitally Delivered Goods like ebooks etc (many still do) but ebay are now saying these products have to be on a CD. Well how can they be on a CD when Ebay policy states nothing on a CD-r or CD+R:confused::confused:
