What's the best app or cell network to get a dynamic IP address for phone tethering?

There is no app for getting dynamic IPs. Your IP is based on your Network. Phone Company wise.....I use AT&T and I do get some repeats, but I do have awesome luck with Verizon on my Unlocked Mifi running on 3G....yet to repeat an IP over 7 months.
