Given the use of phone tethering, mobile broadband and the fact many of the main broadband providers use dynamic IPs, I doubt it is anywhere near that.

Anyway, many VPNs are NOT safe to use, particularly the free ones.

Only a VPN that is dedicated and guaranteed to be fresh (ie never used previously) is suitable.

Such VPNs are offered in the marketplace on this forum.

VPNs are extremely safe to use and can be a huge asset for managing multiple stealth accounts, you just have to pick the right provider. I operate hundreds of accounts all with a unique dedicated ip through a VPN connection

Free and popular/overused VPNs are likely to kill the account - be careful with your IP access.

Most users have more than one eBay and paypal account, some have gotten a couple of accounts restricted and using your phone hotspot could be dangerous. I definitely agree with you when you mentioned free VPNs not so safe hence we should be careful :)

I agree it depends on the VPN an somewhat on the account. I have run Stealth account on VPN and some on Public wifi since 2008. It is more risky but with 200/20k threshold for US accounts I have to do it like this now. The older the account is and the more history it has from my experience the less eBay tends to care. I do sell lower risk items so that may factor in as well.

US and UK sites are the most popular, so I guess most of VPNs with US /UK IPs are not safe
