It all depends on the database that these sites pull from. Try iplocation.net - it pulls from 5 databases. So, often you will see that an IP is located in Los Angeles AND Houston AND Miami AND Atlanta...
There is nothing inherent in an IP address that shows its location. Location information is only as accurate as the databases that contain them. Some have not been updated for awhile and others have bad information. So, they cannot be relied upon, as they were in the past. It used to be if your IP showed up in Washington DC, then it most likely WAS in Washington, DC. But that is no longer the case.
IPv6 is supposed to change all that, but it will be a few years yet before it becomes commonplace. So, the current state of the IPv4 databases are actually GOOD for stealth.
But that is also why when you go to one website, it shows your IP in one location and shows it in a different location on another website. This is not an IPBurger.com problem, it is a problem inherent in the entire system.
