ebay/paypal purchase checkout issue

hi i'm having trouble purchasing items thru ebay as well as thru paypal,i have funds in my paypal account to make purchases but thru ebay its giving me a error message when i try to complete transaction its saying "were not able to complete this purchase at this time,the same goes for if i purchase something thru a paypal invoice or paypal payment request can anyone give me insight to this issue
