I have a question. I am helping s friend sell on eBay. They have been selling for about a month. I am wondering if I tied to sell one or two listings of candy in bulk at a great price for $15000 and $10000 would I get limited? I am sure there will be responses like "who would buy" but it is a hypothetical. Would eBay limit this person and if so would this person be able to contact eBay and verify info or is this a permanent suspension?

Yes receiving 2 payments totaling 25K will get you limited on a new account

If they did give an appeal option it would most likely be a huge list of items needed to restore .

What about selling $25000 worth throughout the month? Sounds a little funny that eBay gives you a limit and suspends you for hitting it.

I get mixed responses here from my reading. Some people tell you that it is ok to sell to the maximum limit within the month and others say don't sell to the limit. What is the purpose of the limit if we get suspended and why would PayPal suspend and can it be reinstated for this purpose?

You will get limited, and you will be asked for lots of documents. If you do have them all, no problems, sell.

Anything over $9,999 always gets special attention, and that's any transaction not just PayPal.
You need to build a trust with PayPal before doing such large transactions. They want to see that your making sales shipping and not getting charge backs.
Also does your account have a Tax ID already added? With one of those transactions you will need a tax ID

Ok I guess my question is if I space the $25000 over the month, would that get me limited? For example, ten transactions averaging $2500 or 100 transactions averaging $250?

Just because they give you those limits....does not mean you can go crazy.
With Ebay/PP you need to go slow for a little bit then increase sales and $$$ slowly. If you need to sell $25,000 in 1 month, I would honestly recommend you spread that dollar amount across multiple accounts otherwise your going to hit a brick wall.

I'd wait until the holds are off after 90 days of first sale, and to add your tax info ASAP if you want that account to survive 1000 items. 200 transactions and 20k is the IRS limit and you'll get limited for that if you don't provide tax info,
but the account won't even make it past 3-5k without you submitting documents if you sell too fast.

Unless you have lots of ebay/paypal experience your chances of selling $25000 even over a year are slim without getting suspended/limited.
Just list the wrong item and you can be gone... for example.

The advantage of higher limit accounts is not that you can immediately hit those limits, it is that they can be built up more quickly than the 5/500 and 10/1000 accounts. When it comes to stealth, you ALWAYS need to take it easy at first, regardless of what the limits are. On a 5/500 or 10/1000, hitting the limits is a GOOD thing, because as long as eBay can see you are shipping your items and that your customers are happy, they will INCREASE your limits. But hitting the limits on an account that can sell 500 or 1,000 items is going to draw attention. They will look at WHAT you are selling and will want more informatiopn about you, how you are obtaining your items, etc.
ANY merchant account provider - and that includes PayPal - starts looking at ANY account that sells more than $5,000 per month more closely. Why? Because this is where they feel they are taking a risk. That is when they start looking at credit reports, suppliers, verifying your personal information, etc. I always advise people to keep their account sales UNDER $5,000 per month on a stealth account and spread their sales over many accounts. Why? Because it lessens the chances of them looking at your account with a magnifying glass AND it gives you the advantage of lessening your risk. If you have ONE eBay account doing $25,000 and they shut your account down, you are out of business. But if you have TEN accounts, each doing $2,500 and they shut one of the accounts down, then you are only losing 10% of your business.
To be successful with online sales, it is becoming necessary to know how to manage your risk. Spreading sales over many accounts is the best way, in my opinion, to do that. Otherwise, you will ALWAYS be at the mercy of one of the venue's representatives. THEY will decide your fate. And God help you if that rep just got dumped by their boyfriend/girlfriend that day and wants to take it out on the whole world. Of if they just got their electricity turned off because they couldn't pay the bill and want to spread their pain around to as many people as possible. Keep a low profile and avoid human intervention, however, and you will be fine.

Any costly transactions in any part of real life attract attention as well. Not just eBay. Try getting a money order for $5k, they'll ask for a laundry list of documents there as well.
