Negative Feedback Against a BUYER?

Since when did ebay start the policy that you can't leave negative feedback for a buyer? I have been away for awhile so I don't know when they started that.

It has been like this for a while now, if you have an issue try to talk to the buyer or talk to ebay and sort it out.

Hahaha. No, I don't have any issues with any buyers but I was talking to a family member who told me they sold an item and didn't think the buyer was going pay for it, I asked if she was going to leave negative feedback and she said that you can't leave negative feedback for buyers anymore. So I just didn't know when that took place. I have never had to leave negative feedback.
