Calling them isn't risky---if it were, there wouldn't be some random stranger on Fiverr who does it successfully for multiple people for only 4 bucks.
unless their actually insiders or got some trick that guarantees a nice high limit... then maybe...
There are no "tricks". It's simply good old fashioned conversation.
If you act like a coke addict who hasn't had a fix in a week, of COURSE your account will get shut-down. Act like a friendly noob and they give you increases beyond your wildest dreams.

Yup. People underestimate the power of kindness. When most of the people they deal with on the phone everyday are either rude or incredibly nervous/shaky/paranoid, a regular person who's friendly really makes an impression on them.
It would also help if certain individuals didn't propagate the myth that eBay is evil and reps hate you and want to destroy your income. Would make a lot of people a lot less nervous. Just like chatting up an attractive girl, the key is confidence.

Yes, as a male, I find I get whatever I want with a female when I get on the phone with one from ebay. Just a bit of flirting plus asking them how their day is. How much longer they got to work today. Plus, it makes the dreaded call fun. Even my wife encourages the flirting.

Lately when I have been calling in on 5/500 accounts, I am told I have to sell within those limits for the first 30 days. When I call after 30 days, they always want to question me via public records.

You're letting them ask the questions...
You need to start with small talk. Pretend the eBay rep is the pretty girl at Starbucks. Ask her name, how her day is going, what's she doing after work...etc.
