Unhappy Paypal charge fee via bank account, Can I re-add VBA

Hi friends,

First at all, I'm really thank you for your support.

My paypal account have a new issue.

On October 30, 2015, Ebay charge fee $17x into paypal account. But my account just have $15x. Paypal auto add fund from my VBA but not complete. And now, I got message from paypal.
" We received an automated response from your bank informing us that they could not complete the transfer."

Please help me answer these question below:
1. Can I re-add VBA for this account.
2. My paypal balance is now > $18x. I don't know how to pay ebay $17x fee.

Once again, I'm really thank you very much for your support and watching.
Best regards.

You can pay the eBay fee using a VCC directly on eBay itself

As James said you can use same card to pay your EB fees. Have a look on your seller account tab on EB

This is why I do not use autopayment for anything besides my health insurance. And all my credit cards annoy me to do it. They also nag me for mobile number. No clue why all my cell phones off except when turn them on get 2 step authorization number. And since my sorry land line company refuses to fix land line they have no point trying that either. Nothing like getting call on October 30th from Health Insurance company asking if got letter saying they eliminating plan come new year and line fading in and out every few second. Mine you if telemarketer calls its crystal clear. Yet get letter but just got email from ehealthinsurance telling me plan gone December 31st. I wasted 5 hours searching all plans expensive no more platinum plans and ones with low deductibles have no out of network coverage or no separate prescription deductible. The ones with tolerable prescription deductible and out of network coverage have high deductible and not much cheaper than my platinum plan now. If only president was not lying if like my plan can keep it. This be my 4th or 5th plan in 6 years. I am tired of wasting time as soon as figure out new coverage I having to leave.

Now if I do not trust banks to autopay why would I trust PayPal or Ebay which have no government oversight. When bank refuses to help all takes is a letter to state agency who granted their charter or feds and they will all sudden do right thing. Also can go to branch get someone more likely to help. Can not do that with PayPal or Ebay.
