You can't.

Paypal would assume you didn't forget when you were born so they don't supply the info as its really nothing you can change.

Same goes with eBay.

This is why you should document everything on the account in the future.

I recently was just browsing around PayPal and clicked on Add Money in Wallet and DOB was shown, I think it was a business PayPal

Pretty sure you can't on an eBay account, I guess maybe you can but I thought for sure you can't on an eBay account.
