Can the buyer leave feedback IF...
 

I have a buyer from Cambodia, which I dont ship to, that is giving me an insane amount of trouble. I am over helping this person and want to just cancel the transaction. If I cancel with the reason of "Do not ship to this country" are they still able to leave feedback?

YES... you need to make up good story so buyer don't leave neg but if your listing doesn't allow for international customers and the buyer leaves neg feedback then eby SHOULD remove it maybe

you should contact buyer and tell him reason why you can not ship the item to him. If you don't want to receive a negative feedback from him.

If the item is not overly expensive you might want to consider just sending it to avoid the hassle of a negative feedback.
All depends on how you value it.

We manage to handle many cases like these without getting a neg. First what did the buyer purchase from you?

This is why I use Global Shipping program only. I never had a case held against me even if they lost the item. EB takes on the loss,
