Just wondering if any one can help in telling me what the quickest and cheapest way was for me to get a new ip address that will stay the same. i have set up a new user account on computer but im stuck wit this ip i need to change. any help with this will be appreciated.

If you want to have a brand new fix IP address the best way forward is a VPN.

Dynamic IP is ok for stealth and can be achieved in a very cheap way:

phone thetering, USB dongle or home DSL...

what is the best vpn to get then can anyone guide me on how to do it to get ebay account set up i have opened a new user account on my laptop but im now stuck on this with ip as i want t so i dont have to keep messing around and can just use ebay.

Buy a dedicated fresh ip. They have support who will help you set it up and answer your questions.
