Can I add Merchant account after Paypal has been limited

I was wondering If it is an option to add a merchant account to an Ebay account that is great but paypal has been limited,

I did talk to some merchants and they said that Ebay does not allow a third party merchant after you set up the account that it can only be done before you set up the account

So my question is,. It is a good idea to add a merchant account to this Ebay account and is it possible to do that like adding a merchant account after the paypal has been limited, it is like two question in one thread
