Weird Situation with selling limit

So, I called eBay to ask for an increase of my selling limit. The guy tells me that my old account has a balance due on it

The old account, was suspended, and as such, I did not pay the seller fees on it. Will, I be stuck at the default selling limit forever, or will my selling limit auto increase ? Im also curious as to why they wouldn't suspend me if they knew about the other account

I don't understand how he knows you have another account that has fees due... Are you exercising stealth correctly? I don't know how you got to executive VIP status with how you manage your accounts....this is epic fail....
