Ebay - new return policy - seller pay for it

Hello all,
Im from Lithuania, now then buyer claims return, I have to upload return shipping label. I dont know its only for U.S or for all countries need to buy return label?

Maybe someone know courrier that can give shipping labels and take money for shipping at pick up in U.S?

How to solve this this problem? because i found only 1 solution right now, to buy in DHL, i'm losing money for returns -40$..

If seller fault return, ebay generates the label and charges your account once tracking is confirmed from carrier. At least that is how it works in the USA.
