Why not?

It is your phone accessing the internet so the IP will be the same until you turn on and off the "aircraft" mode or swith it off and on again.

This way you should get a new IP.

Always assumed tethering gets a new IP. I use my main phones data to log into ebay app as my main buying account. Then in the past i have tethered my phone to a laptop to log in to a selling ebay/pp account....

Its likely that you have used the same IP address then for logging into both at some point

some times to get the new ip you actually need to turn the phone off and not just toggle the tethering button on and off, or it may keep the last ip address, thats what happens on my orange

So long as you go into air-plane mode and then turn air-plane mode off again and there are free IPs (which there really should be) in the area you should get a new one

They can still repeat though so they still need tracking.

Well I must say thats weird for me! since my Actual phone has a different IP than displayed on the while tethering computer.

I'm sure there may be different cases.
