can i operate an eBay account from a different country?

Lets say you set an account up on Ebay but you want it to show its in a different country. all details like ip address and home address will be in that same country, but how does it work with paypal and your account there? i understand you would need to get a visa gift card and activate it but wouldn't it be suspicious if that card is a UK card? and would you even be able to activate that card with an address in a different country?

Any suggestions? I'm very confused...
