I never understood why eBay does this... Anyone with a valid reason is welcome to chip in...

I personally don't know the reason why but I wished they evaluated my account everyday as I would be above standard on my account now.

It was the age of the founder when he first opened ebay, therefore they do evaluations on 20th.

Must have something to do with monthly fees I am sure... I just know it somehow, but not really... But its ebay after all sooooo....
