I resolved the issue, luckily, by doing just that. I changed my shipping policy to "USPS retail ground" and I ship everything first class. I have paid expedited shipping available, and I have customers pay extra for that frequently.

I'm sitting at 2.45% right now :)

Interesting way to work the system, has the late delivery estimate affected your sales at all?

Not negatively. If anything, my sales have increased now that my metrics have improved. The "fast and free shipping" thing has gone away from all the listings on this account, but overall sales have gone up.
