Try this step-by-step guide:
How to Change Your Item Location on eBay | Science - Opposing Views

But I suppose when ZIP entered -- it'll show your country, but not just "EU".
Try to experiment with different ZIP codes from diff. EU countries. ;)

Why not ask the seller itself? If he has some low-cost items -- buy one
and as a "bonus" ask him how he does it... :)
