1.if I buy an account here, and then I link my bank account to the PayPal, will my PayPal get limit because of the name of PayPal account and my bank account's name doesn't match?
2. After I buy an account here, and I buy the 24vc VPN, but the new IP address area is different from the PayPal account's address. Will I get limited?

PayPal can't see the name associated with the Bank Account attached to it.

Might want to ask for an IP as close to you as possible, but in reality Ebay/PP won't really care as long as you keep cookies in place.

2. They REALLY don't care about the IP as long as it's fresh, unused and matches the country.
That's why many people just uses routers with dynamic IPs.
