Paypal will first send you a friendly request about your tax ID around 160 sales or so, then another one around 180. But you WILL/CAN NOT go past 200 sales, I've tried several times. On one account I sold 199 items that were $5.99, but they're still firm about the limitation.
This is how it breaks down:
200 sales OR $20,000 in sales - Paypal requires tax ID or account gets limited
200 sales AND $20,000 in sales - Paypal submits a 1099 to the IRS using the tax ID you provided
They're really firm about getting your tax ID because they are required by law to report your income if you reach or pass both thresholds.
