Still stuck at 25/$5000

I made this account exactly a year ago and it still has 25/$5000. I make about $20 per item, and only selling 25 month isn't cutting it. I've listed and sold to my limit every single month. Is it worth calling eBay to discuss this?

Of course. There are people who call or even chat with ebay and successfully gets their limits increased.
You should try it.

GhostofAmazon has a few posts on this matter if I recall reading - or you can searching the forum OP. Make sure you know your account well - the questions asked haven't been too bad recently...
