Scammer open the case for not receiving item before I open unpaid case. Help
 

I had scammer bought something and mark item as paid while they never pays for it. Before I open unpaid case, they open the request said they have not received item even after they paid for it. I reply them to stop scamming people. But eBay does not allow me to open unpaid case with scammer's request is open.
I would like to get suggestion:

1. How to get my final value fee back
2. How to block those scammer. They usually with 0 feedback and newly registered account. They were targeting my same product again and again. I see eBay only allows you to block buyer with -1 feedback. But seller can not leave negative feedback to buyer and how can they get negative feedback

I really appreciate help and hate to dealing with those scammer and want to solve the problem forever. What a waste of time to dealing with them.

I also remember we can see buyer's bidding activity before. But I don't remember how to see it. Anybody still remember?

You call into ebay and they will fix the issue.

Simple add the user to your blocked list.

You will win that case. He has no buyer protection without paypal.

Every time they use new user ID. They got unregistered by eBay after the case and I reported them.

I just wonder if there is anyway to get my money back (final value fee) without calling eBay.
