The IP is either a static, meaning it will stay the same. Or it is a sticky dynamic. Which basicslly means it takes a long time to change.

You should look at using other options for the internet.

Cellphone tethering
Mifi
Etc

Im not saying starting up an ebay business will break the bank, but its going to take a little investing here and there. If budget is tight, get a job, when your on your feet, consider stealth. (IMO)

I use that for one of my accounts. Costs I think £30 quarterly. But consider it investment / means to make more money.

Comcast uses static IP's so you can leave your modem off all day and the IP will never change.

You could consider 24vc but with your limited financial means I don't think that will be viable for you. At least not until you get some money rolling in.

You have a cellphone, right? Almost all smartphones support wifi tethering (mobile hotspot). You could get a free IP that way..

I use phone tethering, I just switched from Boost mobile to Simple mobile for the $60 unlimited plan. I get a fresh IP address within 5 seconds. Simple mobile uses Tmobile network. Where I live they are much better than Sprint network.

Look for the app Easy Tether Pro in the google app store. The pro version is $10 to buy. No need to root your phone with this app. You will have to have the phone hooked up to your computer with a USB cable at all times when you use it.

Ok if you have time and do not mind things going slow , and have access to a landline with unlimited calling in the USA then google FREE Dial up.

There are several options you will find. And then you can simply keep track of your ips and use dial up for your connection.

Another way is if you have a cell phone and service you can more then likely use it as a hot spot, also will have to keep track of your ip addresses. Thats a way and you are already paying for it so...

Another cheaper way get a cheap mifi / hotspot you can find a $40 one on walmart or get a cheaper used one off ebay or amazon. And then buy prepaid data. I think 4 gb is like $30 for some services.

There are quite a few ways you can get ips and internet service that are not that expensive. Hope that helps!
