I had no success searching for the answer to my question so I am posting here. I came under the assumption that the steps in the guide must be done under a new and unused IP address. So for example, creating an email, opening a new bank account, getting a new phone number has to be under a new IP. Or does it only matter when creating/logging into an eBay and Paypal account? Will I be traced somehow if I were to do the steps through the same IP address and just make sure the IP is separate when creating a new eBay and Paypal account?

Re: How Serious is IP Address and Tracking? IP really only matters when making your ebay/PP accounts, as well as running your accounts. If you run multiple accounts you should log each IP change. |

It only matters when creating/logging into an eBay and Paypal account.
You can create your bank account, email address in any IP you want.
The advice others gave still stands true, but only for when your making 5+ accounts at the same time. |

But to answer the question - You can read from a banned IP, IF its GMAIL and the remote content is disabled.
As for account creation, I would suggest OP starts with ONE, before wasting time on opening multiple accounts, as one mistake means they all fall like dominoes. |
