whats the safe way to run multiple ebay&paypal accounts

Im now using only 1pc. I have VPN static IPs for every ebay&paypal accounts, and i will also create different users for every ebay&paypal account.

I have questions about browser, do i need to clear cookies or history? Am i doing these correctly?

Whats the point for using different user for different ebay account?

Different usee accounts keeps.flash objects separate. You could use portable browsers on one user account but u would need to go into adobe settings and not allow flash cookies to be saved together

I strongly recommend not to clear cookies if you are managing stealth with separate users on your PC.

With cookies in place eBay/PayPal is happy to see that "that user" has history and is using the same PC to log in.

Yes, i dont want clear cookies anymore. But how do you separate the cookies? and what browser is good to use?

Best and easyest way forward in my opinion is forget about portable browser and use separate users on your PC.

This way cookies are separated by default from one user to the other.
Chose the browser that best suits you firefox or chrome are ok.

You dont need to clear cookies, in fact avoid doing that at all costs.

You may utilize different user profiles on your PC but it's far away from convenient. I would suggest you trying MultiLoginApp. For your purpose it will be completely free and
1. You will have completely separated browsing profiles
2. You will always access ebay with alive SESSION cookies. It's as good as if you had a laptop always on and you never closed browser window. One long continuous session, what else could be less suspicious?

Have you read the stealth guide? From your last sentence I am guessing not. It really is a prerequisite must for success.
