Changing the country of a purchased Ebay account?

Hey guys,

So i'm planning to buy an Ebay account with PP attached to start selling again. However all Ebay accounts on sale are either US or UK accounts and im in neither countries.
Would you suggest selling normally and shipping from my location (UAE), or changing the country of the Ebay account?
