Which ip does ebay/paypal blacklist

Hello, i wanted to know about which IP address ebay/paypal bans when a seller/buyer breaks their terms and conditions. is it the IP address the account was created from. or the last ip it was used? or the most frequently used? I also intend to sell the seller accounts ive been using so i need for my Ip to be protected in case the new seller goes rogue and scams alot.

Its not as simple as that

eBay knows that IPs change.

They only really blacklist IP addresses that are used on cheap VPNs or used in the TOR network.
