I used up five and I am around 970 transactions.
One source I read stated when I get to 1000 transactions another 5 will be available.
Is this true?

Yeah its something like 5 per 1,000 transactions. That sounds about right.
eBay expect you to resolve issues before they get to the feedback stage, hence the small number. I think 5 is an ample amount, and if your offering good service, good price, right products, you'd have some to spare.
I have never had success revising feedback since the mid 2000s when we could leave negative for buyers.
The buyer misread my description..agreed to revise but I can't send revision request because states I've used my limit of 5...I'm just asking because I'm so close to 1000 transactions so hoping it resets to another 5 when I hit 1000.

Meaning if your feedback is at 10,000 on 1/1/2017, you will be given 50 feedback revision requests on the first of the year.

If a buyer made a mistake, then you dont use a revision request. You get ebay to fix it.
I would figure out why you are getting so many. Maybe you can highlight in BOLD & RED whatever your buyers are getting confused about.

Calling in is probably your only hope.
You can try the "report this buyer" link but I've had maybe a 2% success rate with that stupid link. I think those reports are generally ignored.
